Casino Licences Compared: UKGC, MGA, US States, Curaçao & Anjouan

Not all licences are equal. This is the ranking we use internally, from strictest to lightest, and what each one obliges the operator to do.

Tier 1 — UK Gambling Commission, US state regulators

The UKGC and US state boards (New Jersey DGE, Pennsylvania PGCB, Michigan MGCB, West Virginia Lottery, Connecticut DCP) require segregated player funds, independent game testing, affordability and responsible-gambling tooling, advertising rules and a formal complaints route (e.g. IBAS in the UK). Operators are fined publicly for breaches. If you live in one of these jurisdictions, play only on sites licensed there.

Tier 1 — Nordic and continental national licences

Sweden (Spelinspektionen), Denmark (Spillemyndigheden), the Netherlands (KSA), Germany (GGL), Spain (DGOJ) and Italy (ADM) each run national regimes with strong consumer protection, deposit limits and self-exclusion registers. They are comparable to the UKGC for players in those countries.

Tier 2 — Malta Gaming Authority, Isle of Man, Gibraltar

The MGA is the workhorse licence of European iGaming: solid player-fund protection, an ADR process and technical standards, but it serves many markets remotely, so enforcement is less local. Isle of Man and Gibraltar are similar in standing and are common for large Asia-facing sportsbooks.

Tier 3 — PAGCOR, Curaçao, Anjouan, Kahnawake

These licences establish that the operator is a real company that has passed basic fit-and-proper checks, and Curaçao's 2024 reforms added player-complaint handling. They do not guarantee segregated funds or independent dispute resolution to the same standard. Brands here can be excellent — several of our highest-rated crypto casinos hold Curaçao or Anjouan licences — but the licence alone should not be your reason to trust them.

Licensing is one of five weighted pillars in our score. A Tier 1 licence earns full marks; Tier 3 earns partial marks that the brand can offset with a long payout track record, transparent terms and strong support.
